Government Highlights Major Achievements in Health and Education Reforms

In a recent press conference, Mustapha Baitas, the government spokesperson, showcased what he termed “significant achievements” in various sectors, particularly health, education, and social dialogue. This statement follows a weekly cabinet meeting, emphasizing the government’s commitment to reform and its broader implications for societal well-being.

Context: A Focus on Health Investment

The government has placed a strong emphasis on reforming the health sector, marking it as a top priority. The health ministry’s budget is projected to rise dramatically, from 19.7 billion dirhams in 2021 to 42.4 billion dirhams by 2026. This sharp increase underlines a strategic commitment to upgrading healthcare facilities, with nearly 1,400 primary healthcare centers already rehabilitated and plans underway for an additional 1,600.

Infrastructure Developments in Healthcare

Baitas also highlighted the establishment of the Mohammed VI University Hospital in Agadir, along with the groundwork for five new university hospitals. Furthermore, 29 regional and provincial hospitals are being constructed, boasting a combined capacity of over 3,000 beds. Ongoing projects are expected to further strengthen the country’s health service infrastructure, addressing urgent healthcare needs.

Strategic Human Resources Expansion

Another key aspect of the reforms lies in the expansion of healthcare personnel. The government is not only raising the number of healthcare professionals but also increasing enrollment in medical and nursing colleges. This initiative aims to bridge the gap in human resources while enhancing the quality of health services provided.

Social Dialogue and Wage Increases

In terms of social dialogue, Baitas explained that discussions in April 2026 resulted in vital agreements, notably a general wage increase of 1,000 dirhams and improvements to compensation and promotions. These adjustments have led to an increase in the average net salary in the public sector from 8,237 dirhams in 2021 to an anticipated 10,600 dirhams by 2025, alongside improvements to the minimum wage.

Additionally, reforms in the income tax system have positively affected employee salaries, with particular measures aimed at the private sector, such as retirement system reforms and reduced eligibility requirements for old-age pensions.

Legislative Advances for Healthcare Sovereignty

Baitas emphasized the significance of the draft law No. 27.26, aimed at amending the pharmaceutical code, which aligns with the establishment of the Moroccan Agency for Medicines and Health Products. This legislation seeks to modernize the legal framework to strengthen Morocco’s healthcare sovereignty.

This initiative is designed to create an advanced pharmaceutical system through new mechanisms such as conditional marketing authorizations and enhanced drug safety monitoring, ensuring the safety of health products and boosting the competitiveness of the national industry.

Concluding his remarks, Baitas asserted that these reforms are part of a comprehensive strategic vision aimed at enhancing social protection and improving the quality of public services.
