Morocco Reaffirms Commitment to Enhancing Nuclear Security at the International Atomic Energy Agency Board of Governors in Vienna

Morocco has reiterated its commitment to supporting the international nuclear security framework during the meetings of the International Atomic Energy Agency (IAEA) Board of Governors held in Vienna from March 2 to 6. The Permanent Representative of the Kingdom to international organizations, Azeddine Farhan, emphasized the ongoing involvement of Rabat in promoting the safe use of nuclear technologies and preventing the diversion or misuse of radioactive materials.

During discussions on the “2026 Nuclear Security Report,” the Moroccan diplomat highlighted that the Kingdom is closely coordinating with its regional and international partners to bolster global nuclear security efforts and contribute to the Agency’s objectives. He also praised the work being carried out by the IAEA Director-General, Rafael Mariano Grossi, in preparing the report, which outlines major challenges and developments related to nuclear security.

Farhan noted that the report indicated the continued implementation of the nuclear security plan for the period 2022–2025, pointing to the central role played by the Agency in assisting member states and enhancing their technical and institutional capacities in this field.

In this context, Farhan addressed the extension of the cooperation agreement with Morocco through the IAEA’s collaborative center for nuclear and radiation safety, which strengthens regional capacities in nuclear security and cements the Kingdom’s position as an active partner within the African continent.

On the operational activities front, the ambassador showcased Morocco’s contributions over the past year to several initiatives and training programs coordinated with the IAEA. This includes the joint organization with the United States of the second general meeting of the Global Forum on Radiological and Nuclear Terrorism Prevention, which brought together international experts to enhance mechanisms for preventing, detecting, and responding to potential threats.

Additionally, Morocco hosted a workshop from September 29 to October 3, 2025, in coordination with the Agency, focusing on human resource development and the creation of specialized training frameworks in nuclear security to support member states in improving preventative measures against the theft, sabotage, or illicit use of nuclear materials.

The Moroccan diplomat confirmed that the Kingdom, through the “AMSNOR” Agency, has continued to organize courses and workshops to promote a culture of nuclear security and develop risk assessment mechanisms. He noted the organization of two regional workshops for over forty African experts, addressing issues of human resource development and mitigating internal threats, including challenges associated with the use of artificial intelligence in this field.
