Launch of the “Integration” Program to Institutionalize Employment for Non-Certificate Holders and Enhance Professional Opportunities

The “Integration” program aimed at non-certificate holders was launched yesterday, Friday, in the capital Rabat, supported by the National Agency for the Promotion of Employment and Skills. The initiative seeks to establish a new generation of employment policies that are more inclusive, targeted, and aligned with the evolving needs of the national economy.

During the official launch conference, Younes Sekouri highlighted that the program will commence following a pilot phase to assess coordination mechanisms with the agency. He noted that Morocco’s job market is currently facing a surplus of job offers, expected to reach about 100,000 by the end of 2025, while many youths lack the necessary skills to fill these positions.

The minister pointed out that the stock of youths not engaged in education, employment, or training (NEET) stands at around 900,000 individuals, amidst a total unemployment rate of one and a half million. He emphasized the importance of re-evaluating vocational training programs to accommodate this demographic and provide genuine integration opportunities.

The “Integration” program aims to increase the annual number of beneficiaries from 9,000 to 100,000 individuals within companies, focusing on approximately 200 professions in the industrial, textile, and artisanal sectors. This will be achieved by mobilizing the private sector through partnerships and framework agreements to provide supplementary training to bridge skill gaps.

Moreover, the minister stated that the program aims to institutionalize seasonal work and integrate experienced workers without certificates into official mediation channels, thereby processing files for about 400,000 job seekers annually, up from the previous 160,000. Intensive training programs ranging from 3 to 6 months will be provided, with training centers operating in the evenings and on Saturdays to ensure youth readiness for employment tests.

Abdellah Achouikh explained that the program is not merely a technical adjustment but a strategic choice based on three core principles: fairness, realism, and reformist boldness, aimed at expanding professional integration for all youth in line with the needs of businesses.

The official confirmed that initial results of the program are promising, with about 10,000 integration contracts recorded by the end of February 2026. Partnership agreements have been signed with professional federations and companies to mobilize around 30,000 job opportunities annually across various sectors such as construction, industry, commerce, restaurants, cafés, and private education, as well as other industrial and service activities.

The program thus opens new horizons for non-certificate holders and provides a clear legal and institutional framework to facilitate their integration into the labor market, ensuring training aligns with business needs and contributing to the development of the national economy.
