7.2 Million Dirhams for Updating the “Badr” System and Enhancing Cybersecurity for Customs

The Directorate General of Customs and Indirect Taxes has launched an international open call for tenders No. 6/2026 to support the implementation of the recommendations for auditing the “Badr” system, as part of its strategy to modernize its IT infrastructure leading up to 2028.

The opening of the bids is scheduled for April 16, 2026, at 10 AM at its central headquarters in Rabat, with a budget of approximately 7.2 million dirhams allocated for the project.

This initiative follows a comprehensive audit that began in January 2025 to assess the “Badr” system, which serves as the backbone of Morocco’s digital customs transactions. The evaluation results revealed that a significant portion of the currently used technologies will fall out of support after 2030, necessitating a deep upgrade to ensure operational continuity, enhance security, and mitigate future technical risks.

The Directorate aims to transition from a traditional monolithic architecture to a modern structure based on cloud-native microservices, adopting an advanced security approach based on the principle of Zero Trust, alongside updating development and operational tools and enhancing proactive monitoring mechanisms for system failures.

The project’s implementation will span over 36 months at the central administration’s headquarters, involving a joint team of experts from the awarded company and administration officials. The scope of services encompasses eight main tasks, including developing a quality assurance plan, scheduling, analyzing audit outputs, and proposing the targeted technical architecture for the frontend and backend, with a primary focus on cybersecurity.

Additional tasks include producing a prototype and drafting technical specifications for various projects related to security, infrastructure, data, and mobile applications, as well as establishing CI/CD development and deployment pathways and implementing smart monitoring platforms. Furthermore, the project will prioritize knowledge transfer, enhance the skills of internal teams, and reinforce a reliability culture through precise performance metrics.

Documents for the tender emphasize the necessity of selecting technological tools aligned with the current environment of the “Badr” system and capable of integrating seamlessly, alongside collaborative tools to ensure smooth project management. The administration has also set specific timelines for reviewing outputs, ranging from five to ten working days based on their nature, with the awarded company required to address feedback within set deadlines.

This contract reflects a clear direction toward a comprehensive modernization of the digital structure of Moroccan customs, keeping pace with global technological transformations and enhancing the security and efficiency of cross-border trade transactions.
