Midaoui Finalizes Criteria for Master’s Scholarship Allocation for the Academic Year 2025-2026

Azeddine Midaoui, Minister of Higher Education, Scientific Research, and Innovation, has established the criteria for students to benefit from scholarship allocations for master’s programs for the academic year 2025-2026. He confirmed that the allocation will be based on two criteria: social merit and academic excellence.

In a letter addressed to the heads of public universities, the minister explained that social merit concerns students who have previously benefited from the first-level scholarship, while academic merit relates to the ranking achieved in the entrance exams for master’s programs. This will apply to the 20% quota allocated to each university or institution for the benefit of new students who did not receive the first-level scholarship and are enrolled in the first year of these programs.

Midaoui noted that the scholarship is intended for Moroccan students who are not employed, not engaged in any professional or commercial activities, and who have not benefited from other scholarships, provided they do not exceed 30 years of age by the end of December last year. He emphasized that this scholarship cannot be granted for more than two years.

The minister stressed the importance of preparing lists for the selection committee that include the names of all new students concerned with the 20% allocation, specifying each student’s status as either “grant recipient” or “non-recipient,” or “employee” or “wage earner,” within the designated column.

In this context, it has been decided to adopt an electronic data exchange system for student information as the sole means of communication between higher education institutions and the National Office of University Social and Cultural Services.

The Ministry of Higher Education set January 10 as the final deadline for receiving social merit lists, and February 7 for academic merit lists. The heads of educational institutions are urged to adhere to the specified procedures and deadlines and to ensure the accuracy of the data to avoid delays, ensuring effective management of the scholarship distribution process for students during the current academic year.
