Midawi: Master’s Scholarships Subject to Social and Academic Merit Criteria for the 2025-2026 Academic Year

Azeddine Midawi, Minister of Higher Education, Scientific Research, and Innovation, confirmed that scholarships for master’s students for the 2025-2026 academic year will be granted based on social and academic merit criteria.

The minister stated in a letter addressed to the heads of public universities that social merit pertains to students who have previously benefited from a scholarship at the first level, while academic merit is linked to the ranking obtained in the entrance exams for master’s programs, limited to 20% designated for each university or institution for new students who do not receive a first-level scholarship and are enrolled in their first year.

Midawi indicated that the eligibility for this scholarship applies to Moroccan students who are neither employed nor engaged in any professional or commercial activity and who are not recipients of other scholarships, provided they are under the age of 30 as of the end of December of the previous year, emphasizing that the scholarship cannot be received for more than two years.

The minister stressed the importance of preparing lists for the selection committee that include the names of all new students concerned with the 20% quota, clearly specifying the status of each student by indicating whether they are scholarship recipients, non-recipients, employees, or wage earners.

In this context, it was decided to adopt an electronic data exchange system for students as the sole means of sharing information between higher education institutions and the National Office of University Social and Cultural Affairs.

The overseeing ministry set January 10 of this year as the deadline for receiving the lists of social merit and February 7 of the coming month for receiving the lists of academic merit, urging university heads to adhere to the specified procedures and deadlines, and to ensure the accuracy of the data to avoid any delays and ensure the effective disbursement of scholarships for students during the current academic year.
