The Administrative Court in Rabat Issues Its Final Ruling: Al-Mahdaoui Is Not a Professional Journalist

The Administrative Court in Rabat issues its final ruling: Al-Mahdaoui is not a professional journalist.

On Monday, December 23, 2025, the Administrative Court in Rabat rejected the appeal filed by YouTuber Hamid Al-Mahdaoui against the previous ruling concerning the non-renewal of his professional press card, making this ruling final and enforceable.

The court confirmed that Al-Mahdaoui did not meet the legal requirements necessary to obtain the card, primarily the proof that his main income derives from practicing journalism within a recognized legal and institutional framework, as stipulated by Moroccan law and international standards.

The administrative judiciary emphasized that the title of “professional journalist” is granted only to those practicing the profession in licensed media institutions and that activity through digital platforms, regardless of its impact or popularity, does not entitle its owner to benefit from a professional press card without fulfilling the required legal conditions.
