Rabat Hosts Meeting of Prosecutors General from Countries Participating in the Quadripartite Agreement to Combat Terrorism
The city of Rabat witnessed a high-level meeting on Wednesday, December 10, 2025, bringing together the Prosecutors General from the countries involved in the quadripartite agreement to combat terrorism, which includes Morocco, France, Belgium, and Spain. This initiative aims to expand judicial coordination and enhance collective efforts to address the rising threats of terrorism.
The opening session was chaired by Mr. Hicham Belhaj, Attorney General at the Court of Cassation and Head of the Public Prosecutor’s Office. In his speech, he emphasized that the terrorist threat “does not recognize borders and does not exempt any country,” underscoring that combating this phenomenon necessitates close international cooperation. “No country, regardless of its capabilities, can confront these threats targeting community safety and stability alone,” he added.
Belhaj highlighted that activating judicial cooperation mechanisms and rapidly sharing information is fundamental to thwarting the plans of extremist groups and preventing them from finding any safe haven. He reaffirmed Morocco’s commitment to strengthening this coordination in line with international guidelines, particularly the global strategy to combat terrorism.
During the session, representatives from partner countries stressed the importance of unifying efforts and exchanging experiences, especially in light of the challenges posed by cross-border terrorist crime, which requires constant vigilance and tight judicial cooperation.
The agenda of the meeting includes technical reports and in-depth discussions on monitoring files related to terrorism, expediting judicial requests, and enhancing information exchange channels among relevant authorities, along with studying mechanisms for developing prevention and reintegration programs.
This meeting occurs within the context of a shared commitment among the four countries to strengthen platforms for judicial and security cooperation and to adopt a comprehensive approach to tackle organized crime and terrorism, thereby enhancing international efforts to protect security and stability.
