Amine Tahraoui Reveals Extensive Reforms in Public Hospitals to Enhance Healthcare Quality

Minister of Health and Social Protection Amine Tahraoui confirmed that Moroccan public hospitals are facing accumulated challenges that have persisted for years, including infrastructure, equipment, human resources, and the quality of reception.

During a question-and-answer session at the House of Representatives on Monday, the minister explained that the introduction of mandatory basic health insurance clearly highlighted these constraints, due to an unprecedented increase in demand for healthcare services. He emphasized that these challenges are not temporary but cumulative, necessitating a dual approach that combines long-term structural reform with urgent measures to enhance daily service quality.

The minister noted that the ministry is implementing structural reform through framework law 06.22, along with significant investments in infrastructure to expand capacity and upgrade existing facilities, in addition to bolstering medical human resources by opening new faculties of medicine and paramedical sciences. He highlighted the development of territorial health groups to organize treatment pathways at the regional level.

The government official revealed tangible progress in preparing the implementing texts related to the national and regional health map, which will soon be presented for approval after soliciting feedback from relevant bodies. This initiative runs parallel to the development of a national digital platform that provides a precise overview of facilities, human resources, and equipment to better guide investment and decision-making.

In terms of field achievements, the minister reported the operation of the university hospital center in Agadir, which has a capacity of 867 beds, and the impending inauguration of the hospital in Laayoune (500 beds) and Ibn Sina University Hospital in Rabat (1,044 beds). He also mentioned the upgrading of more than 1,100 health centers out of 1,400 planned, most of which are in rural areas, with plans to upgrade an additional 1,600 centers over three years.

The minister pointed out that the last months of 2025 witnessed the launch of healthcare institutions with a total capacity exceeding 1,400 beds, including the regional oncology center in Oujda (100 beds) and proximity hospitals in Ifrane (30 beds), Imintanoute (45 beds), Tamnar (45 beds), and Tarfaya (70 beds), in addition to medical proximity centers in Sale Tabriquet and Fez Bensouda, and the upgrading of the hospital in Oued Zem.

Tahraoui also revealed that construction and expansion of 65 healthcare facilities (regional, provincial, and proximity hospitals) are ongoing, with a total capacity nearing 6,800 beds. By the end of 2025, the construction and equipping of five new hospital centers with a combined capacity exceeding 1,300 beds will be completed, including the Laayoune Hospital, the specialty hospital in Tetouan (380 beds), the psychiatric hospitals in Kenitra and Agadir (120 beds each), and the provincial hospital in Fkih Ben Saleh (250 beds).

The minister confirmed that the ministry has concurrently launched the Emergency Health Support Plan (PRS) to address daily imbalances in hospitals, by improving emergency departments, reception services, cleanliness, nutrition, and security, ensuring the availability of medications, minimizing interruptions, and restructuring the “SAMU”, alongside strengthening the “Chikaya Santé” platform and activating precise monitoring mechanisms for human resources, with the aim of ensuring equitable and effective access to healthcare for all citizens.
