Belawi Leads Training Session to Enhance Judges’ Skills in International Humanitarian Law

Hicham Belhaj, the Attorney General at the Court of Cassation and Head of the Public Prosecution, chaired a training session on “The Role of Judicial Practice in Ensuring Respect for International Humanitarian Law” this Wednesday morning at the Public Prosecution’s headquarters in Rabat. The session was organized by the Public Prosecution in partnership with the National Committee for International Humanitarian Law, under the supervision of national and international experts.

The training aimed to enhance participants’ capacities and knowledge of international humanitarian law, with a focus on distinguishing it from international human rights law in terms of scope and mechanisms for oversight.

The session also covered the standards and criteria used to differentiate between war crimes, crimes against humanity, and genocide, in addition to the protective measures provided by international humanitarian law for individuals and property during armed conflicts, as well as the international legal mechanisms to ensure this protection.

The meeting emphasized the pivotal role of the judiciary in upholding the rules of international humanitarian law, particularly through judicial prosecutions and their impact on addressing violations of these rules.

This training session is part of the ongoing efforts by the Public Prosecution aimed at enhancing the skills of its judges and all law enforcement officials in the areas of international human rights law and international humanitarian law, through specialized training programs and regular scientific meetings, with the objective of disseminating legal knowledge and enabling participants to apply legal principles as effectively as possible.
