Public Service: A Retirement Wave Affecting 69,000 Employees by 2029

Between 2025 and 2029, approximately 69,000 civil servants will retire from Morocco’s public service, according to the latest forecasts from the Ministry of Digital Transition and Administrative Reform. This figure represents about 13% of the current workforce, marking a pivotal moment in the trajectory of Moroccan administration.

These retirements will primarily affect the education sector (over 26,000 employees) and the Ministry of the Interior (around 15,600 employees), as well as the health, justice, and finance sectors. This significant wave of departures presents major challenges concerning the continuity of public services, knowledge transfer, and the need for targeted and studied recruiting.

The government will have to address two intertwined challenges: ensuring the replacement of competencies in critical sectors while simultaneously modernizing human resource management. Digital transformation, continuous training, and enhancing the attractiveness of public service will be key pillars of this new strategy.

In a context where the average salaries of civil servants have increased from 7,381 dirhams in 2015 to 10,600 dirhams in 2025, controlling the wage bill and reforming the pension system emerge as pressing financial priorities.

Despite the concerns related to these demographic shifts, they represent an opportunity to renew and modernize public administration. The real challenge will be to transform this extensive wave of retirements into a lever for reform and effectiveness in serving citizens.
