The Ministry Delegate to the Head of Government in charge of Digital Transition and Administrative Reform has announced the launch of an international tender for the maintenance and development of the national administrative procedures portal idarati.ma, with an estimated budget of 1.88 million dirhams. According to official data, the opening of the bids for this contract is scheduled for October 14, 2025, at the ministry’s headquarters in Rabat. This initiative is part of a comprehensive plan to ensure the continuity of the portal’s operations and enhance its digital services.

The tender encompasses three types of maintenance: preventive maintenance to ensure stable and secure performance through system monitoring and regular corrections; corrective maintenance for intervention in case of technical failures or operational disruptions; and developmental maintenance to update technical functions or comply with legislative changes, based on approved task memoranda. These operations target all components of the platform, including operating systems, software frameworks, and technical dependencies.

This project comes in the context of implementing the provisions of Law No. 55.19 concerning the simplification of administrative procedures. The government aims, through the “Idarati” platform, to modernize the relationship between citizens and the administration by providing a unified digital access to information and services, improving transparency and efficiency in public performance, thereby enhancing citizens’ and businesses’ trust in digital governance.

The portal consists of two interfaces: a front-end for users allowing access to procedures, interaction with public services, and submission of complaints and feedback, and a back-end for administrations to manage administrative content and electronic services and monitor their performance quality. The platform benefits from smart tools such as an advanced search engine and a virtual assistant powered by artificial intelligence, making it one of the most prominent administrative digitization projects in the Kingdom.

The duration for executing the contract is set at 12 months, renewable annually for a maximum of three years. Either party has the right to terminate the contract with prior written notice, within specified deadlines. Corrective interventions are subject to a ticketing system, with pricing based on the number of interventions, while preventive maintenance is conducted quarterly to ensure the highest levels of performance and digital safety.
