Bourita: The Call for Responsible Use of Artificial Intelligence in Service of International Peace and Security
In a meeting of the United Nations Security Council on Wednesday, Morocco’s Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, called for the adoption of a responsible use of artificial intelligence to serve international peace and security.
During a high-level discussion titled “Artificial Intelligence, Peace, and International Security: Addressing Complexities, Multiple Impacts, and Responsible Use,” held on the sidelines of the 80th session of the UN General Assembly, Bourita highlighted the risks associated with the misuse of artificial intelligence. He specifically pointed to the increasing cyberattacks targeting critical infrastructure and the spread of misleading content generated by generative artificial intelligence, as well as the exploitation of these tools by terrorist and extremist groups to manipulate public opinion and exacerbate tensions.
Conversely, the minister emphasized that artificial intelligence, if framed and used ethically, can serve as an effective tool for enhancing peace and security. In this context, he proposed leveraging it to develop early warning systems, counter digital misinformation, protect peacekeeping operations, and anticipate security implications related to climate change, such as water scarcity and food security.
Bourita also called for the adoption of a normative approach inspired by Security Council Resolution 1540, to prevent any malicious use of artificial intelligence by non-state actors.
The minister reiterated Morocco’s position advocating for comprehensive and ethical governance of artificial intelligence, based on international law, equitable access, non-discrimination, and environmental responsibility. He emphasized that the Kingdom supports a multilateral and participatory approach, viewing artificial intelligence not as a source of division but as a tool to enhance prevention, consolidate peace, and promote sustainable development.
