The 2026 Finance Law Project Paves the Way for Comprehensive Territorial Transformation and Equitable Integrated Development
In this context, Prime Minister Aziz Akhannouch issued a guiding memo to ministers, delegated ministers, and senior delegates, emphasizing that the finance law project represents a strategic opportunity for a comprehensive transformation in territorial development and the reduction of social and spatial disparities.
Akhannouch clarified in the memo, issued today, that this qualitative leap will be achieved by moving beyond traditional models of social development and relying instead on an integrated territorial development approach that ensures all citizens benefit fairly from the fruits of progress, without discrimination or exclusion.
Building on this direction, the Prime Minister revealed that the 2026 finance law project will launch a new generation of territorial development programs, focusing on enhancing local specificities and reinforcing advanced regionalization while promoting principles of solidarity and integration among regions through coordinated efforts on clear priorities and projects that have a direct impact on citizens.
To ensure the success of this path, Akhannouch reiterated that the project comes within the framework of a new phase to enhance economic transformation, grounded in strong political will and ambitious sectoral strategies, driven by the momentum of holding major sporting events at the national level.
The importance of this phase, according to the Prime Minister, lies in its representation of a real start for Morocco’s ambition toward a new era of development, strengthening its position as an emerging country through the positive intersection of projects linked to these major events, serving as a lever for resource mobilization, reordering investment priorities, and accelerating the implementation of major national strategies.
Akhannouch concluded his memo by emphasizing that this approach lays the groundwork for a renewed and sustainable economic trajectory, based on modernizing infrastructure, improving service quality, and enhancing the spatial attractiveness of the kingdom.
