Economy and Finance Minister Nadia Fettah confirmed on Thursday, July 24, 2025, before Parliament, that the government aims to lower the unemployment rate in Morocco to 9% by 2030 through the implementation of a national employment roadmap.

During her presentation of the draft finance law for 2026 before the Finance Committees of both Houses of Parliament, Fettah explained that the plan targets the creation of 1.45 million job positions, with a total budget of 15 billion dirhams allocated for its implementation.

The strategy relies on supporting small and medium-sized enterprises, enhancing vocational training programs, integrating youth and women into the labor market, and promoting entrepreneurship.

The minister also noted improvements in labor market indicators, with the unemployment rate dropping to 13.3% during the first quarter of 2025, compared to 16.6% in urban areas, marking a decline of 0.4 points throughout 2024.

She clarified that the job market has begun to see gradual improvement since the third quarter of 2024, with the creation of 82,000 jobs in 2025, the highest rate of job creation since 2007.

In related developments, Prime Minister Aziz Akhannouch chaired meetings to monitor the implementation of the employment roadmap, calling for an acceleration of program execution, focusing on supporting private investment, small and medium enterprises, and enhancing job opportunities in the construction and public works sectors.

The meetings also discussed ways to promote professional integration, improve guidance, and encourage employment of women by providing the necessary support and services, in addition to enhancing coordination between vocational training institutions and relevant agencies to expand ongoing training programs.

These efforts come amid the creation of approximately 351,000 jobs in non-agricultural activities and a decline in the unemployment rate during the first quarter of this year.
