Morocco Benefits from Lithuania’s Experience in Developing Sustainable Public Procurement
Morocco has benefited from the experience of Lithuania, one of Europe’s leading countries in sustainable public procurement and digitalization of public contracts. This initiative is part of the efforts of the Kingdom’s Treasury to modernize the public procurement system and enhance its environmental and digital aspects.
A delegation from the Moroccan Observatory for Public Procurement held a series of meetings and discussions with institutional actors and Lithuanian experts, focusing on practical ways to integrate environmental criteria into public contracts. They also reviewed established models for collecting and disseminating information related to public procurement transparently and openly.
This exchange is part of the implementation of the “Green Budgetary Transformation” program, funded by the French Development Agency and the French International Technical Expertise Agency. The program aims to enhance governance of data related to public procurement, strengthen national technical capacities, and adopt international best practices in this field.
This dynamic represents an extension of the tasks of the Moroccan Observatory for Public Procurement, which was established by Decree No. 2.22.78 in April 2024. It is tasked with collecting and analyzing data related to public contracts, as well as developing and disseminating economic and financial information linked to them, and conducting thematic studies aimed at assessing the economic impact of public procurement while enhancing transparency and sustainability in this vital sector.
