The U.S. Congress Advances Legislation to Designate Polisario a "Terrorist Organization"

Congressman Joe Wilson, with support from representatives from both the Republican and Democratic parties, has introduced a bill to classify the Polisario Front as a "foreign terrorist organization." This step has elicited widespread reactions and introduced new variables into the Western Sahara issue.

The Bill and Its Rationale

The legislation focuses on multiple accusations against the Polisario, including involvement in arms and drug trafficking networks in the Sahel region. It also accuses the group of violating ceasefires and targeting Moroccan civilians in border regions in the Sahara.

Lawmakers referenced reports from U.S. research centers like the Heritage Foundation and the Hudson Institute, which allege Iranian support for the group and its use of drones in military operations. This alliance has been described as a triad among Algeria, Iran, and Russia, which threatens security in North and West Africa.

U.S. Political Support

The bill enjoys rare bipartisan support, with Democratic Representative Jimmy Panetta joining Republican Congressman Joe Wilson in the initiative. Wilson emphasized that the legislation aims to protect U.S. interests and counter Iranian expansion in Africa.

This move coincides with Washington’s increasing support for Morocco, which it views as a cornerstone for regional stability. Morocco plays a crucial role in combating terrorism and securing the western borders of the Sahel.

Domestic and International Reactions

In Europe, the Association of Terrorism Victims in the Canary Islands has called for the inclusion of the Polisario on the list of terrorist organizations, citing previous attacks targeting Spanish nationals.

Human rights organizations point to coercive practices within the Tindouf camps, including child recruitment and restrictions on freedom of movement, viewing these as violations of international humanitarian law.

Potential Consequences of the Polisario Designation

If the bill is approved, several immediate effects could arise:

  • Freezing the financial assets of the Polisario within the U.S. system.
  • Prohibiting dealings with any entities providing financial or political support to the Polisario.
  • Creating diplomatic embarrassment for the group’s allies, particularly Algeria, on the international stage.

Will This Legislation Shift the Balance of Power in the Dispute?

Five years after the Trump administration recognized Morocco’s sovereignty over the Western Sahara, Washington remains committed to this position, especially amid escalating security threats and Russian influence in the Sahel. Undoubtedly, designating the Polisario as a terrorist organization will contribute to enhancing stability in North and West Africa.
