European Strategy for Ocean Protection

Yesterday, the European Union presented its strategy for enhancing ocean protection ahead of a major summit organized by the United Nations next week in Nice, France.

European Commissioner Kostas Gavrilidis emphasized that "the ocean is experiencing rising temperatures, increasing sea levels, and growing acidity. Pollution from plastics, chemicals, and noise negatively impacts marine ecosystems… urgent action is needed."

This European "covenant" on oceans aims to strengthen rules designed to protect these ecosystems in the coming years. Non-governmental organizations have expressed concerns over the lack of "immediate" actions in this area.

By 2027, the European Union plans to propose an ocean law that will be presented to members of the European Parliament. To better protect biodiversity, the European Commission intends to review two laws concerning the marine environment and maritime spatial planning.

The Commission also pledged to establish "European blue carbon reserves." The EU aims to survey marine ecosystems capable of capturing more carbon dioxide and to expand their scope.

To combat pollution, the Commission plans to enhance the "CleanSeaNet" satellite monitoring system, which scans the seas for any potential oil spills.

In this regard, the European Union seeks to strengthen efforts against illegal fishing. As previously announced, the digital fishing certification system (IT Catch) will become mandatory for fish imports into the EU by January 2026.

The Commission also intends to present a "long-term vision" for fisheries and aquaculture in 2026.
