The Ministry of Health commits to a model basic system and wage centralization
The Ministry of Health has confirmed that it is close to issuing a decree regarding wage increases through an increase in occupational risks, along with a decree related to the centralization of financial positions and salaries. This aims to establish a unified system for managing financial and human resources, ensuring transparency and fairness in the distribution of positions, and improving the efficiency of administrative and financial management, especially in terms of achieving balance between regions and ensuring stability of human resources in remote and marginalized areas.
The national coordination in the health sector, following a meeting on Monday at the headquarters of the Ministry of Health and Social Protection with the Human Resources Directorate, stated that there was also an agreement to present the draft decree on the centralization of financial positions and salaries for employees of territorial health groups to the union coordination during a meeting on Wednesday, May 21.
The meeting, which aimed to follow up on the outcomes of the July 23, 2024 agreement, primarily discussed ways to practically implement its contents within the draft model basic system for territorial health groups. It also concluded that the basic system for territorial health groups should include all the guarantees stipulated in the public service basic system, referring to the relevant legal articles and sections, particularly the recruitment process, access to and exit from employment, administrative situations, disciplinary procedures, and administrative permissions as outlined in the agreement.
It was also agreed, based on a statement from the union coordination, to maintain career paths for various health categories, improve promotion conditions, and allocate internal competitions to develop competencies and value field experiences. The basic system will also include acquired compensations and new compensations to be proposed later to the unions.
During the meeting, the Ministry of Health announced the referral of draft amendments to the 2017 decree concerning the nursing and health technicians’ category and the 2007 decree concerning assistant nurses to the approval process, which includes the implementation of significant provisions such as adding recognized years and integrating certain professional categories wishing to change their original framework.
