Morocco Assumes the General Secretariat of “AFROSAI” to Enhance Financial Governance in Africa
Zainab Eladoui, the President of the Court of Accounts and the Secretary General of “AFROSAI,” alongside Khaled Ahmed Shikshik, President of the Libyan Court of Accounts and head of the organization, oversaw the signing ceremony of a memorandum of agreement on Friday. This agreement pertains to the transfer of responsibilities for the General Secretariat of the African Organization of Supreme Audit Institutions to the Court of Accounts in Morocco, while outlining the commitments related to the resources and facilities necessary to ensure effective performance of these duties.
During her speech on this occasion, Zainab Eladoui affirmed that this agreement marks a pivotal moment in the journey of “AFROSAI.” She highlighted that it represents a significant step towards achieving its strategic goals and addressing the common challenges faced by member institutions. She emphasized the Court’s commitment to preserving the organization’s legacy, enhancing its performance through innovative projects, strengthening coordination among regional groups, and enabling the organization to play an active role within INTOSAI, the umbrella international organization.
Eladoui called for the development of an effective communication strategy that would enhance the organization’s presence and impact at both continental and international levels, stressing that this new phase requires collective engagement to achieve shared goals.
For his part, Khaled Ahmed Shikshik expressed great confidence in the Court of Accounts, praising its competence and experience in the field of financial oversight. He underscored the importance of collaborative efforts between the organization’s presidency and its General Secretariat to fulfill its objectives, primarily providing support to member institutions, enhancing their professional and technical capacities, and elevating the standards of governance across the continent.
This agreement is part of the implementation of the outcomes of the organization’s General Assembly held in Tripoli in December 2024, which resulted in the election of the Court of Accounts as the General Secretary of the organization and as the host institution for its permanent headquarters. This comes in fulfillment of the headquarters hosting agreement signed in Rabat on April 30, 2025, between the Moroccan government, represented by Nasser Bourita, the Foreign Minister, and Zainab Eladoui, in line with the royal vision aimed at making South-South cooperation a strategic choice to strengthen governance and promote sustainable development in Africa.
