Morocco Moves Towards Imposing Anti-Dumping Duties on PVC Imports from Egypt
The Ministry of Industry and Trade has decided to proceed with implementing an anti-dumping duty on imports of polyvinyl chloride (PVC) originating from Egypt. This decision follows consultations with the Import Control Committee during its April meeting. The proposed duty is set at 74.87% for the company “EPC” and 92.19% for other exporters.
According to the ministry, the decision is based on the results of an investigation conducted in accordance with Article 22 of Law No. 15.09 concerning trade protection measures, and Article 27 of Decree No. 2.12.645. The investigation uncovered tangible instances of dumping the Moroccan market with significant amounts of Egyptian PVC imports.
The ministry indicated that it sent investigation forms to all relevant parties, receiving responses from the Egyptian company “EPC,” while the other Egyptian exporter “TCI” did not provide any answers within the stipulated time.
The case pertains to PVC in its basic form, classified under tariff item 39.04.10.90.00 in the national harmonized system, which has seen a substantial increase in import volumes from Egypt during the period of investigation, both in absolute terms and relative to local production and consumption.
The ministry noted a clear adverse impact of these imports on the prices of locally produced PVC, with a continuous decline in prices observed during the analysis period. Furthermore, there has been a concerning deterioration in the status of the national production sector, reflected in a decline in several economic and financial indicators, reduced revenues, and lowered market value, justifying the move towards implementing protective measures.
