Details of the Conditions for the Transfer Movement in Education

The National Federation of Education – Democratic Orientation has revealed the details of the new conditions for participating in the transitional movement for educational and administrative staff. It has indicated the removal of all “restrictive provisions” for certain categories, specifically “leadership schools, administrative approval, and qualification points,” and has established three movements: national, regional, and provincial.

This information was outlined in a statement issued by the educational union following a meeting between ministry representatives, specifically the Director of Human Resources, the Director of Legal Affairs, and heads of departments and services, along with representatives from the five most representative educational unions on Thursday. The discussions focused on finalizing some outstanding points in the decisions regarding the transitional movement and the decision to fill educational administration positions.

The statement clarified that “after reaching an agreement on the two decisions and ratifying them according to what was agreed upon in previous meetings,” the conditions for participating in the transitional movement have been set at two years of seniority for the national movement, and one year for both the regional and provincial movements.

The same source reported that “one can apply for 15 positions belonging to the original region and two other regions,” while priority is given to those who have 12 years of seniority in their position.

Regarding the points of advantage, the statement specified that these include “15 points for those married to a housewife or a married individual not meeting the joining conditions,” as well as “for employees with disabilities.”

Additionally, 10 points are granted to “divorced or widowed individuals wishing to return to their family home, and to divorced or widowed individuals supporting one or more children under 18 years old.” This also applies to “graduates of the training center who were employed before entering the center and are appointed outside their original directorate,” and for “employees submitting a dual application.”

Moreover, the statement added that 4 points will be granted for each child with a disability, while one point will be awarded for every child not exceeding 18 years old.

As for regional and provincial movements, the same source indicated that one year of seniority is required, following the same conditions, criteria, and procedures as those for the national movement, allowing those wishing to join a spouse to participate outside their original community.

The same source explained that the decision to fill educational administration roles allows participation in the movement for appointment to a middle school principal position, primary school principal, supervisor, general supervisor, or head of works.

In relation to the movement for appointing a secondary school principal, participation is allowed for a middle school principal, supervisor, general supervisor, or head of works.

Meanwhile, according to the statement from the National Federation of Education – Democratic Orientation, participation in the movement for a primary school principal is available for supervisors and general supervisors, while supervisors, heads of studies, and primary school principals are permitted to participate in the movement for a secondary school principal position.
