Inauguration of the Attorney General at the Court of Cassation: A New Milestone for Strengthening Judicial Independence and Enhancing Justice

On May 21, 2025, the Court of Cassation witnessed an official and solemn session for the appointment of the Attorney General at the Court of Cassation, who also assumes the responsibilities of leading the Public Prosecution. The event was attended by a distinguished gathering of judges from across the country, high-ranking state officials, and prominent figures from various sectors.

The newly appointed Attorney General expressed profound happiness at his appointment at the outset of his speech, conveying deep appreciation for the royal trust bestowed upon him by His Majesty King Mohammed VI, may God assist him, in his capacity as President of the High Council of the Judicial Authority. He also extended heartfelt thanks to the King for his ongoing support for the judiciary and his unwavering commitment to its independence and effectiveness.

The Attorney General reflected on the current challenges facing the nation, emphasizing a sincere resolve to work hand in hand with all stakeholders in the justice system to establish an active and fair judiciary that meets citizens’ aspirations, enhances trust in the Public Prosecution, and embodies the major constitutional principles related to the rule of law and the separation of powers.

He also announced his full commitment to the oath of responsibility he took before His Majesty, highlighting his readiness to defend the supreme interests of the nation and its citizens, strengthen community safety, advocate for victims’ rights, and engage in the national project for judicial modernization. This includes supporting the independence of the Public Prosecution and solidifying its role in protecting rights and freedoms while ensuring fair law enforcement.

He stressed the importance of collaboration with the High Council of the Judicial Authority, the Ministry of Justice, defense bodies, the judicial police, and all partners to elevate the quality of judicial performance, promote good governance, and enhance judicial efficiency through the adoption of a strategic planning methodology and contractual management based on goals and indicators.

He announced plans to develop a new strategic plan for the Public Prosecution, outlining its operational framework for the coming years. This plan will include reviewing its administrative structure and developing its frameworks to keep pace with the growing responsibilities legally assigned to it. There is also a focus on enhancing its human and technical capabilities and modernizing its premises, with the aim of moving to a new office equipped with all the modern means necessary to facilitate the digitization of procedures and the non-material exchange of documents.

Furthermore, he affirmed the Public Prosecution’s commitment to engaging with the community by reinforcing institutional communication, listening to citizens’ grievances, and designing training programs for judges in communication techniques, aiming to enhance the institution’s openness to public opinion and solidify the concept of a citizen’s Public Prosecution.

He addressed the major priorities that will be emphasized in the upcoming phase, particularly combating crime, protecting public order, ensuring fair trials, adhering to procedural deadlines, defending public funds, fighting corruption, protecting vulnerable groups, supporting investment, enhancing international judicial cooperation, and actively engaging in the ethical reform of public life.

He also acknowledged the efforts made by his predecessors in leading the Public Prosecution, particularly mentioning Hassan Daki, whose term was marked by modernization and efficiency. He expressed pride in having accompanied the establishment of this constitutional institution since its separation from the Ministry of Justice, praising the achievements made in a short period thanks to national momentum and competencies.

He concluded his speech by reiterating his loyalty and allegiance to His Majesty King Mohammed VI, praying for success in fulfilling this great responsibility and for being worthy of the King’s trust, and for collaborating effectively with all judges and stakeholders in the justice system to serve the nation and uphold the rule of law.
