Health and Social Protection Minister, Amin Tehraoui, unveiled a comprehensive plan to address the shortage of healthcare personnel during the oral questions session at the House of Representatives on Monday, May 26, 2025. He emphasized that the equitable distribution of human resources across regions is one of the main challenges in reforming the healthcare system.
Tehraoui highlighted that the ministry has launched a reform program focused on four key areas: training, employment, territorial equity, and incentives, aimed at filling the chronic gap in medical and paramedical professionals, particularly in rural and remote areas.
In the field of training, the capacity of higher institutes for nursing and health techniques has been expanded, the number of research professors has doubled, and existing institutes have been upgraded. New institutes have also been established, and doctoral training pathways will be opened starting from the 2025-2026 academic year.
Regarding employment, since 2020, the ministry has adopted a regional distribution system for financial positions that considers priorities such as closed institutions or those expected to open, and areas suffering from severe shortages. Additionally, the organization of recruitment examinations has been delegated to decentralized services, allowing for greater flexibility in managing resources.
The ministry announced new appointments in 2025 covering the regions of Al Hoceima, Azilal, Boujdour, and Tinghir, filling shortages in specialized fields such as anesthesia, intensive care, obstetrics, and radiology in the provinces of Benslimane, Errachidia, Settat, Smara, and Jerada.
Within the incentive framework, the minister discussed measures such as region-based variable salaries, allowances for difficult areas, and improvements to the work environment, as well as increasing hazard pay for all healthcare professionals.
Tehraoui also announced the expansion of the network of health institutes and colleges by establishing new institutions in Tangier, Guelmim, Laayoune, Zagora, Errachidia, Beni Mellal, and Guelmim, alongside the opening of university hospitals and new health vocational training pathways.
The presentation concluded with the minister reiterating the reliance on the national and regional health map to guide investments and resources, enhance partnerships with the private sector, and improve the situation of workers, all aimed at achieving a more balanced and quality healthcare system by 2030.
