Mansouri and Hamouchi: The Shadow Duo Shaping Morocco’s Security Influence

The profound transformation in the performance of Moroccan security agencies reflects the rise of Morocco as a significant regional and international player in intelligence and counter-terrorism. Thanks to a combination of high-level training, operational efficiency, and increased international cooperation, Moroccan security institutions, led by the General Directorate for Studies and Documentation and the General Directorate for National Territory Surveillance, are gaining growing trust from international partners and are regularly called upon to assist in dismantling networks of terrorism and organized crime, even beyond the kingdom’s borders.

This ascent is not a result of an urgent circumstance but the culmination of years of silent and meticulous work led by two central figures in the Moroccan security scene: Mohamed Yassine Mansouri, head of external intelligence, and Abdellatif Hamouchi, director general of national security and internal intelligence. Both have chosen to operate in the shadows without media fanfare, fully focusing on improving institutional performance and enhancing the effectiveness of the agencies under their supervision. Mansouri, known for his extensive relationships with his Western counterparts, has contributed to cementing Morocco’s position as a reliable intelligence partner. Meanwhile, Hamouchi has spearheaded deep internal reforms encompassing recruitment, training, and accountability mechanisms, which have improved the image of the police force and bolstered public confidence.

In recent years, Morocco’s security role has transcended its traditional borders. The kingdom has provided precise information that helped thwart attacks in distant countries like Sri Lanka and contributed to the release of hostages in conflict zones in the Sahel and Sahara. This performance has reinforced Morocco’s stature as an international security reference that not only defends its national security but also offers its expertise as a reliable partner in maintaining collective security, especially as some traditional intelligence agencies retreat from their historical roles.

Politically, this advance is perceived as a smart repositioning of the Moroccan state, where international relations are no longer forged solely through classical diplomacy but have integrated security information as an effective tool for weaving alliances and managing balances. Moroccan intelligence, thanks to the accuracy of its data and speed of response, has become a significant and indispensable partner in sensitive files requiring cross-border coordination.

This remarkable progress in Moroccan intelligence performance has not gone unnoticed internationally. In recent years, European and American media reports have praised the effectiveness of Moroccan security agencies and their vital role in dismantling complex terrorist networks, viewing them as a successful model for merging rapid operational presence with deep intelligence analysis. Such accolades have enhanced Rabat’s credibility among its partners and solidified Moroccan agencies as active and trustworthy players in the international security landscape.
