The Moroccan Association for Cannabis Uses Recommends the Establishment of an Independent National Laboratory to Support the Pharmaceutical Industry

The Moroccan Association for Legal Cannabis Use (AMCUC) concluded its national conference held today in Casablanca by presenting a series of recommendations aimed at promoting the production of medicines derived from cannabis in Morocco, emphasizing the need to enhance regulatory, scientific, and social frameworks supporting this vital sector.

According to a statement from the association, there is a call for the establishment of an independent national laboratory equipped with the latest technologies for sample analysis and the development of innovative pharmaceutical formulations, ensuring its autonomy from government agencies to bolster the credibility and reliability of research results. The importance of training farmers under the supervision of the National Agency for the Regulation of Cannabis Use was also highlighted, involving specialized training courses in sustainable agriculture and pharmaceutical extraction techniques, alongside partnerships with international experts to transfer knowledge and best practices.

The statement emphasized the necessity of encouraging university scientific research in the field of cannabis, holding the Ministry of Higher Education responsible for supporting and funding scientific research, and establishing multidisciplinary scientific committees to explore the therapeutic and economic potentials of this plant. It also called for intensified health oversight of cannabis-derived products, reinforcing the Ministry of Health’s role in regular inspections and adopting strict international standards to ensure product quality and safety.

Additionally, the association recommended rehabilitating beneficiaries of the royal pardon through professional and training programs focused on social and economic integration in collaboration with civil society organizations. It urged opening up to successful international experiences, such as those in Israel and Canada, and organizing field visits to advanced laboratories and farms to benefit from foreign expertise in developing the sector.

The statement noted the importance of legislative oversight of the National Agency for the Regulation of Cannabis Use by forming a permanent parliamentary committee tasked with monitoring the implementation of Law No. 13-21 and preparing regular reports on the challenges and progress made.

Through these recommendations, the Moroccan Association for Legal Cannabis Use reaffirmed its commitment to contributing to a comprehensive roadmap for developing the cannabis-derived pharmaceuticals industry in Morocco, ensuring economic and social development while adhering to the highest standards of health and international quality.
