A new government decree mandates fees for services provided by Morocco’s Agency for Medicines and Health Products, notably affecting the licensing of pharmacies and the transfer of drug manufacturing sites. This regulatory shift, aimed at streamlining pharmaceutical practices, marks a significant change in the management and oversight of the sector.

Revamping Pharmaceutical Oversight

In a landmark move, the newly issued Decree No. 2.26.266, published on April 2, 2026, amends the 2008 decree governing pharmaceutical practices in Morocco. This latest regulation introduces obligatory fees for certain administrative services rendered by the Agency for Medicines and Health Products, particularly at the crucial juncture of granting final approvals for establishing pharmacies and relocating drug manufacturing or storage sites.

New Administrative Framework

The decree not only stipulates financial obligations but also facilitates the establishment of an electronic platform intended to manage licensing requests. This digital initiative is designed to streamline the application process, enabling applicants to submit and track their requests efficiently. Notifications regarding application outcomes will also be provided digitally, reinforcing the agency’s commitment to modernization and transparency in regulatory processes.

Custom functions specified in Article 71 further emphasize the platform’s role as a centralized system for all licensing and permit-related procedures, which supports a broader goal of comprehensive digitization within the pharmaceutical sector.

Strengthening Data Accountability

Moreover, the decree mandates the Agency for Medicines and Health Products to routinely submit data and reports to the government’s General Secretariat. This aims to ensure effective monitoring and adaptation to the agency’s new responsibilities in regulating healthcare professions.

In addition, various articles regulating pharmacy operations have been revised. Changes include updated protocols for pharmacists’ absenteeism, the declaration of assistant pharmacists, and the intricate processes surrounding the establishment and licensing of pharmacies. A noteworthy aspect of these amendments is the transfer of significant authority from the General Secretariat to the Agency for Medicines and Health Products or its director, streamlining oversight and governance.

Implications for the Pharmaceutical Landscape

These updates reflect the Moroccan government’s commitment to modernizing healthcare regulation while better managing its pharmaceutical infrastructure. By imposing specific fees and creating a user-friendly digital platform, the decree not only seeks to enhance the efficiency of regulatory processes but also aims to ensure accountability and transparency within the sector. As the healthcare landscape continues to evolve, these reforms highlight the critical intersection of regulation, technology, and public health in Morocco.
