The Ministry of Transport establishes offices for the certification of imported motorcycles and prepares new specifications to protect consumers.
Follow-up
The Ministry of Transport and Logistics is moving to manage motorcycle imports and enhance consumer protection by establishing two offices for the certification of compliance for imported motorcycles at the ports of Casablanca and Tangier Med, with plans to expand this initiative to other ports across the country.
Transport Minister Abdessamad Guioh revealed in a written response to a parliamentary question that the ministry is working on new specifications to define the conditions for approving motorcycle sellers, enabling the National Road Safety Agency to monitor and inspect them according to established regulations.
The minister explained that all motorized motorcycles, including those imported from China or France, are subject to compliance certification based on type, at the request of the manufacturer or authorized dealer, after submitting a prototype and technical reports proving that the technical characteristics comply with the established certification criteria.
Guioh confirmed that the certificates issued by the National Road Safety Agency include precise information, including engine capacity and maximum speed, both legally set at 50 cubic centimeters and 50 kilometers per hour.
In efforts to combat non-compliant motorcycles, the National Road Safety Agency continues monitoring and inspection operations post-certification, through sampling motorcycles and checking manufacturers and authorized dealers, taking necessary administrative actions, including revoking certificates of compliance when appropriate.
The minister clarified that the establishment of certification offices at the ports aims to ensure fair competition among importers and monitor motorcycles before they enter the national market, in coordination with the Customs and Indirect Taxes Administration.
Guioh noted that the decision to postpone the enforcement of the motorcycle inspection procedure issued last August was made considering the social and economic circumstances of the concerned groups, allowing motorcycle owners time to ensure their compliance with legal standards, especially regarding engine capacity and maximum speed.
The minister emphasized that the procedures for verifying motorcycle compliance do not impose additional financial burdens on citizens; they can verify this directly with the authorized dealer or seller and obtain the compliance certificate that confirms adherence to the established technical specifications, reminding that authorized dealers are responsible for vehicles marketed after certification.
