The House of Representatives Approves the Establishment of Regional Urban Planning and Housing Agencies to Strengthen Advanced Regionalization

The House of Representatives approved, on Tuesday, the draft law No. 64.23 concerning the establishment of regional agencies for urban planning and housing. The proposal was presented by Adib Benbrahim, Secretary of State to the Minister of National Land Planning, Urbanism, Housing, and City Policy, responsible for housing.

This initiative aligns with the royal directives issued during the Throne Speech on July 29, 2020, which emphasized the need to “expedite the launch of a deep reform of the public sector and address the structural imbalances of public institutions and enterprises to achieve greater integration and coherence in their missions.”

The law is also connected to the outcomes of the working session chaired by the King on October 17, 2023, which focused on the urban planning and housing sector, particularly the establishment of 12 regional agencies for urban planning and housing. This session also aimed to implement the recommendations from the national dialogue on the sector as well as the observations from the Court of Auditors regarding the repositioning of urban agencies.

The Secretary of State affirmed that the draft law aims to empower regional agencies to prepare a vision for land planning at the regional level while redefining their tasks to align with the specificities of urban and rural areas. Furthermore, the law establishes modern governance through effective boards of directors, clear executive powers, and monitoring and evaluation mechanisms, while also caring for human resources and safeguarding acquired rights.

The Secretary of State pointed out that the project generally aims to enable territorial areas and involved stakeholders to have coherent and strategic regional public institutions that support advanced regionalization and accompany public policies in the fields of urban planning and housing, while stimulating sustainable and integrated territorial dynamics.
