The government council held its weekly meeting on Thursday, January 8, 2026, corresponding to 18 Rajab 1447, chaired by Prime Minister Aziz Akhannouch. The session was dedicated to discussing and approving several legal text projects, reviewing an international agreement, and confirming appointments for senior positions, in accordance with Article 92 of the Constitution.

At the outset, the council approved Law No. 66.23 concerning the regulation of the legal profession, taking into account various comments raised, based on a presentation provided by the Minister of Justice.

The council also approved Decree No. 2.25.1109 establishing and organizing the Moroccan Academy of Aviation Professions, presented by the Minister of Economic Integration, Small Enterprises, Employment, and Skills. This project aligns with the objectives of the national charter for industrial recovery, which identifies the aviation sector as a promising strategic sector due to its role in job creation and attracting investments, particularly in aircraft maintenance and airport logistics.

The decree aims to establish a specialized institution for training in the aviation field, with national airline Royal Air Maroc assigning its management to a dedicated company. Its responsibilities will include preparatory training for integration, on-the-job training, continuing education, pre-integration training, and issuing vocational training diplomas.

In this context, the government council approved Decree No. 2.25.632, which outlines a fee for services provided by the Ministry of Tourism, Handicrafts, Social Economy, and Solidarity—specifically by hotel and tourism training institutions—benefiting public administrations, local authorities, public institutions, and private entities, based on a presentation by the minister responsible for the sector.

The council then reviewed the international road transport agreement between the Kingdom of Morocco and the Government of Ukraine, signed in Istanbul on June 28, 2025, along with Law No. 64.25 approving the aforementioned agreement, presented by the Minister of Foreign Affairs, African Cooperation, and Moroccans Abroad.

The meeting concluded with the approval of proposals for senior position appointments, including the appointment of Ms. Khadija Sgham as Director of the Urban Agency of Khmissat at the Ministry of National Planning, Urban Planning, Housing, and City Policy.

At the Ministry of Higher Education, Scientific Research, and Innovation, Bouchtai El Mounni was appointed President of Abdelmalek Essaâdi University in Tetouan, Bouchaib Bencharki as Director of the Higher Institute of Sports Sciences in Settat, and Khalid Rizk as Dean of the Faculty of Languages, Arts, and Humanities in Settat.

Appointments also occurred within the Ministry of Equipment and Water, with Salah Eddine Dahbi named Director General of Water Engineering, Lahcen Maziizi as Director of Human Resources, and Rachid Mda as Director of Water Facilities.

In the Ministry of Economic Integration, Small Enterprises, Employment, and Skills, Ms. Wafa Asri was appointed as Secretary General of the Vocational Training Sector.
