The European Union strengthens its presence as a strategic partner of Morocco

The European Union continued to consolidate its position as a strategic partner of Morocco in 2025, mobilizing financial support amounting to 2.48 billion dirhams, equivalent to 233.42 million euros. This budgetary support aims to accompany major national reforms and support the kingdom’s priorities, ranging from human development to green transition, along with regional cohesion and stimulating economic growth, in line with the objectives and priorities of both parties.

This support comes in the context of the ongoing implementation of the partnership agreement between Morocco and the European Union, which will mark 25 years since its entry into force in 2025. It also falls under the new charter for the Mediterranean, aimed at enhancing Euro-Mediterranean cooperation and revitalizing this partnership.

In the area of social protection, the EU supported the reform of this strategic sector through the “Dignity” program, ensuring equitable access to direct social assistance and mandatory health insurance. This involved an injection of 292 million dirhams, contributing to the reduction of social and economic disparities.

Additionally, the support program for the development of rural and mountainous areas received funding of 31.8 million dirhams, in line with the advanced regionalization initiative, aimed at enhancing local governance, supporting the execution of regional programs, and stimulating sustainable economic development in rural and mountainous areas.

In the higher education sector, the “ESRIM” program supported the reform of the higher education and scientific research system, in addition to enhancing academic mobility with Europe, by allocating 240 million dirhams to prepare a new generation of students and researchers, equipping them with skills that align with labor market demands and development challenges.

Regarding the green transition, the green partnership between Morocco and the EU, signed in 2022, continued to support the national strategies “Green Generation” and “Forests of Morocco” through the “Green Land” program, which allocated a financial envelope of 858 million dirhams to develop sustainable agricultural and forestry practices, enhance food security, and create job opportunities in rural areas.

In the field of renewable energy, the EU renewed its commitment to supporting the national energy policy through the “Green Energy” program, with a financial contribution of 103.6 million dirhams, to accompany the reforms aimed at modernizing the electricity market, adopting sustainable electricity mechanisms, and supporting the structural reform of the National Office of Electricity and Drinking Water.

The EU also intensified its support for the financial inclusion strategy and financing for small and medium-sized enterprises, aiming to enhance economic growth and create jobs, by allocating 112 million dirhams within the framework of the financial inclusion support program.

In this context, the “Reform” program continued to assist the modernization of public administration and the digitization of services, with a financial contribution of 76 million dirhams to support the national administrative reform program.

This budgetary support is disbursed in the form of direct financial transfers to the state treasury, in the form of grants, conditioned on achieving the agreed-upon objectives and indicators by the Moroccan and European sides.
