The World Bank Grants Morocco $4 Million to Support Agricultural Transformation and Combat Climate Change Effects

The Board of Directors of the World Bank has approved a grant of $4 million to Morocco to support the transformation of its agricultural-food system and address the increasing challenges posed by climate change. This funding, mobilized from the Liveable Planet Fund (LPF), complements the $250 million financing that was approved in December 2024 for the same program.

This support aims to enhance the resilience of the Moroccan agricultural sector, particularly dryland cereal production, which has been significantly affected by successive years of drought. It also seeks to improve food security, the quality of agricultural products, and farmers’ incomes while reducing the environmental impact of agricultural activities.

The additional financing is part of the effort to fulfill the program’s original objectives, aiming to overcome the constraints faced by small and medium-sized farmers by supporting the rapid adoption of climate-smart agricultural practices, particularly the transition to conservation agriculture, which contributes to yield stabilization and better management of water and soil resources.

Approximately 1,200 farmers are expected to benefit from this program over an area of nearly 20,000 hectares, by providing direct support through electronic vouchers that reduce production costs, especially by enabling access to agricultural mechanization services such as direct seeding, in addition to using more resilient seeds to harsh climatic conditions.

The project also focuses on enhancing financial inclusion and access to markets, where cereal and pulse producers, including women and youth, will be supported to obtain financing and achieve greater added value through crop aggregation and smart marketing mechanisms.

In parallel, mechanisms for management, monitoring, and evaluation will be strengthened to measure the level of adoption of new practices, improve productivity and incomes, and monitor environmental gains, particularly the reduction in greenhouse gas emissions. The World Bank will also provide technical support for designing and implementing the electronic voucher system and assessing the overall impact of the project.

The World Bank confirmed that this additional funding will contribute to creating green job opportunities, enhancing national food security, and accelerating the transition to more sustainable and resilient production systems, in line with the efforts of the World Bank Group and the AgriConnect initiative.
