Morocco Launches Digital Platform for Equality to Track Comprehensive Women’s Empowerment Plan (2023-2026)

The Ministry of Solidarity, Social Integration and Family has announced the launch of the digital platform for equality, a qualitative step aimed at enhancing governance and leadership in the implementation of the government’s equality plan for the period from 2023 to 2026. This inter-sectoral platform serves as a crucial tool for monitoring and evaluating the application of measures and procedures at both national and local levels, completing the governance framework for the plan’s rollout.

Minister Naima Ibn Yahya clarified, in response to a parliamentary question, that this comprehensive strategy was developed through a broad participatory approach involving various government sectors, national institutions, and civil society. This plan aligns with royal directives and constitutional provisions, fulfilling commitments of the government program and aligning with Morocco’s international obligations, such as the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the Sustainable Development Goals.

The government equality plan focuses on three main strategic axes. The first is empowerment and leadership, which includes 129 measures under the “Economic Empowerment of Women and Leadership” program, aimed at enhancing women’s roles and participation in various economic fields. The second axis, protection and welfare, encompasses 83 measures within the “Prevention and Protection Against Violence Towards Women” program, focusing on enhancing legal and social protection for women and combating violence. The third axis, rights and values, entails 76 measures through the “Promotion of Rights and Combatting Discrimination and Stereotypes” program, focusing on changing mentalities and combating discrimination in all its forms.

The minister emphasized that addressing the challenges requires establishing a local framework for the plan to ensure the effectiveness of measures at regional and local levels, necessitating coordination among various stakeholders. In this context, coordination has been initiated with the Ministry of Interior to develop a governance system based on the Charter of Administrative Decentralization. The ministry has also organized workshops and field visits for consultations, especially in the regions of Souss-Massa and Fès-Meknès, where a framework for local implementation has been developed, and the adoption of a “contractual program” mechanism between the state and regions has been studied as a tool for joint planning and ensuring local effectiveness of objectives. Finally, the ministry noted that it has prepared a report on the implementation of the plan for the years 2023 and 2024, outlining the priorities of the work program for the remaining two years (2025 and 2026).
