Morocco and Belgium Sign Memorandum of Understanding to Enhance Judicial Training Cooperation

The Higher Institute of the Judiciary in Morocco and the Belgian Judicial Training Institute signed a memorandum of understanding yesterday in Brussels aimed at strengthening cooperation in the field of judicial training, as part of efforts to reinforce institutional relations between Morocco and Belgium.

The agreement was signed by Abdellah El Touzani, Director General of the Higher Institute of the Judiciary, and Raf Van Ransbeek, the Director of the Belgian Institute, in the presence of Mohamed Amir, Morocco’s Ambassador to Belgium and Luxembourg. The protocol outlines a joint commitment to exchange experiences and best practices, as well as to launch joint training programs for judges in both countries.

Strategic Pillars for Modernizing Judicial Training

The memorandum includes several key areas, including:

  • Management of judicial training institutions
  • Development of educational infrastructures
  • Preparation of joint training programs
  • Organization of continuous training courses
  • Enhancement of the capacities of judiciary personnel

The agreement also falls within a shared approach to address global changes related to human rights, combating organized crime, and digital justice, contributing to the modernization of judicial systems and improving the performance of institutions in both countries.

A Strong and Growing Partnership

Abdellah El Touzani stated that the signing of the memorandum reflects Moroccan judicial institutions’ openness to international partnerships and strengthens existing ties with Belgium, which has solid political, economic, and judicial relations with Morocco. He emphasized the importance of this framework in supporting the exchange of experiences in continuous training and management of judicial institutions.

For his part, Raf Van Ransbeek noted that the agreement opens the door for joint training programs and deepens cooperation between the two institutions, mentioning that Morocco is the only country with which Belgium has a protocol for exchanging contact judges.

Imane El Maliki, contact judge in Belgium and Luxembourg, considered that this memorandum serves as a key strategic framework for consolidating achievements and developing governance methods, in line with developments in international law, digital justice, and human rights.
