Amal El Filah Saghroushni: Cloud Computing as a Key Lever to Strengthen Digital Sovereignty in Morocco
The Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, Amal El Filah Saghroushni, confirmed on Tuesday in Rabat that the adoption of cloud computing represents a crucial lever to enhance Morocco’s digital sovereignty.
This statement was made during the opening of the “Cloud Computing Week,” organized by the ministry over two days in partnership with Oracle. El Filah Saghroushni noted that cloud computing constitutes one of the main pillars of the national strategy “Digital Morocco 2030,” enabling administrations to keep pace with rapid developments in artificial intelligence and modern technologies.
The minister warned that failing to adopt cloud computing not only results in technological delays but also entails significant risks, including increased costs, reduced innovation capacity, persistent vulnerabilities in legacy systems, and difficulties in harnessing the potential of artificial intelligence.
She explained that the ministry has prepared a roadmap for cloud services for 2025-2030, outlining practical goals that represent a strategic shift in the development of information systems in the public sector. This includes establishing a “Cloud First” policy that prioritizes cloud computing in all new projects within public administrations, implemented through a national committee and a capacity-building program featuring workshops and training courses, alongside the creation of a cloud excellence center to provide technical support and develop a national reference for cloud transition.
The minister also pointed out that the roadmap aims to ensure safe and organized transfer of public data to the cloud while adhering to national data protection laws, engaging qualified providers, and developing a national sovereign cloud infrastructure for sensitive systems. This also includes aligning contractual and budgetary frameworks with modern operational models such as the consumption-based “OPEX” model, in coordination with the Ministry of Economy and Finance.
El Filah Saghroushni emphasized that transitioning to cloud computing is not just a technical update but also enables the launch of a new generation of high-quality public services available around the clock, enhancing the administrations’ capacity for innovation, improving accessibility, and reducing complexity.
She confirmed that the “Cloud Computing Week” serves as an opportunity to deepen the understanding of various cloud models and strengthen dialogue among decision-makers, technical stakeholders, and international experts to build a national cloud model that aligns with the kingdom’s ambitions. It includes technical and forward-looking sessions on the role of cloud computing in Digital Morocco, the regulatory framework for digital sovereignty, and the potentials of artificial intelligence with widespread cloud adoption in public administrations.
