The Full Text of the Royal Speech Following the Security Council’s Vote to Consider Autonomy as a Realistic Solution to the Moroccan Sahara Issue
“In the name of God, the Most Gracious, the Most Merciful. Praise be to God, and peace and blessings be upon our master, the Messenger of God, and his family and companions.
God Almighty said, ‘Indeed, We have granted you a clear victory.’ Truly, God is the Greatest.
My dear people,
After fifty years of sacrifices, we are beginning, with God’s grace and assistance, a new opening in the path of cementing Morocco’s sovereignty over the Sahara and bringing a definitive end to this fabricated dispute within the framework of a consensual solution based on the autonomy initiative.
It is a source of pride that this historic transformation coincides with the commemoration of the fiftieth anniversary of the Green March and the seventieth anniversary of Morocco’s independence.
On this occasion, I am pleased to share with you today my feelings of satisfaction regarding the content of the recent Security Council resolution.
We are living through a pivotal stage and a critical turning point in the history of modern Morocco. There is a clearly defined ‘before’ October 31, 2025, and ‘after.’
The time has come for a unified Morocco, from Tangier to Lagouira, where no one shall encroach upon its rights and historical borders.
My dear people,
I previously stated in a prior speech that we have moved in our territorial integrity issue from a stage of management to a stage of transformation.
The dynamics we have unleashed in recent years are beginning to bear fruit on all fronts.
Two-thirds of UN member states now consider the autonomy initiative as the sole framework for resolving this dispute.
Furthermore, recognition of the Kingdom’s economic sovereignty over the southern regions has significantly increased, following the decisions of major economic powers, including the United States, France, Britain, Russia, Spain, and the European Union, to encourage investments and trade exchanges with these regions.
This positions them to become a center of development and stability, an economic hub in their regional environment, including the Sahel and Sahara.
Today, with God’s grace, we are entering a decisive phase on the global level, where the Security Council’s resolution has defined principles and foundations capable of leading to a final political solution to this conflict, in the context of Morocco’s legitimate rights.
In light of this UN resolution, Morocco will update and detail the autonomy initiative, presenting it to the United Nations as the sole basis for negotiations, considering it a realistic and applicable solution.
Let us take this opportunity to express our gratitude and appreciation to all the countries that contributed to this change through their constructive positions and relentless efforts to champion the truth and legitimacy.
I specifically wish to thank the United States, under the leadership of our friend, President Donald Trump, whose efforts have helped pave the way for arriving at a final solution to this conflict.
We also thank our friends in Britain, Spain, and especially France, for their efforts to ensure the success of this peaceful path.
We extend our heartfelt thanks to all our Arab and African brotherly nations that have consistently expressed their unconditional support for Morocco’s sovereignty over the Sahara, as well as to various countries worldwide that advocate for the autonomy initiative.
Despite the positive developments regarding our territorial integrity issue, Morocco remains committed to finding a solution that leaves no victors or vanquished, preserving the dignity of all parties involved.
Morocco does not view these transformations as victories, nor does it exploit them to fuel conflict and disagreements.
In this context, we sincerely urge our brothers in the Tindouf camps to seize this historic opportunity to reunite with their families and to benefit from the autonomy that allows for local governance and the development of their homeland, building their future within the framework of a united Morocco.
As the King of the country, the guarantor of the rights and freedoms of citizens, I affirm that all Moroccans are equal, with no distinction between those returning from the Tindouf camps and their brothers within the homeland.
On the other hand, I call upon my brother, President Abdelmadjid Tebboune, for a sincere brotherly dialogue between Morocco and Algeria to overcome differences and build new relations based on trust, brotherhood, and good neighborliness.
We also renew our commitment to continue working towards revitalizing the Maghreb Union, based on mutual respect, cooperation, and integration among its five nations.
My dear people,
The comprehensive development, security, and stability witnessed in our southern regions is thanks to the sacrifices of all Moroccans.
We must here express our pride and appreciation for all our loyal subjects, especially the residents of our southern regions, who have continually affirmed their commitment to the nation’s sacred values and the country’s national and territorial unity.
We commend the tireless efforts made by official diplomacy, political parties, and parliamentary institutions, along with various national institutions, to conclude the file concerning our territorial integrity definitively.
We seize the commemoration of the eternal Green March to pay our respects to the significant sacrifices made by the Royal Armed Forces and the security forces, in all their components, and their families in various regions of the country, over the past fifty years in defense of the nation’s unity and the preservation of its security and stability.
We also honor the pure souls of the creators of this moment, our late father, King Hassan II, may God have mercy on him, and all the heroic martyrs of the nation.
