Minister Benali Oversees the Signing of Strategic Agreements to Support Energy Transition and Digitalization in Dakhla

Leila Benali, Minister of Energy Transition and Sustainable Development, presided on Friday, November 14, 2025, over the signing of three strategic partnership agreements in the region of Dakhla-Oued Ed-Dahab. This initiative aligns with royal directives aimed at enhancing integrated development in the southern provinces. The ceremony was attended by the region’s governor and the head of its council, alongside the Minister Delegate responsible for Digital Transition and Administrative Reform.

These agreements aim to strengthen Dakhla’s position as an emerging hub in renewable energy and digitization through strategically valuable projects on both national and African levels, in accordance with the royal vision to establish the southern provinces as platforms for sustainable innovation and investment.

The first agreement involves the establishment of “Jazari Net,” which will serve as a platform for research and innovation in artificial intelligence and digitization, focusing on the development of practical solutions in renewable energy, green hydrogen, seawater desalination, smart grids, and energy efficiency.

The second agreement is based on supporting green hydrogen and renewable energy projects, while enhancing infrastructure and energy connectivity, with a specific focus on water desalination, powering data centers, and improving energy performance at both local and national levels.

The third agreement pertains to the development of green data centers powered by clean energy, aimed at bolstering Morocco’s digital sovereignty, attracting investments in cloud computing and advanced technologies, and creating high-value jobs, positioning Dakhla as a leading African digital platform.

These agreements represent a strategic phase to enhance the status of the Dakhla-Oued Ed-Dahab region within the national energy and digitization framework, opening broad horizons for innovative projects that support the city’s position as an advanced center for research, innovation, and investment.
