The Ministry of National Territory Development, Urban Planning, Housing, and City Policy has launched an international call for tenders for the study on the preparation of regional housing plans in the Casablanca-Settat region and the Rabat-Salé-Kénitra region, with an estimated cost of 640 million dirhams.
Documents related to the tender indicate that bids will be opened on Tuesday, January 20, 2026, at the offices of the Directorate of Strategy, Financing, and Evaluation in Rabat. The project is divided into two lots; the first is valued at 3.6 million dirhams, while the second is set at 2.8 million dirhams.
The study aims to develop the “Regional Housing Plans” (PRH) to establish a unified strategic vision for intervention in the housing sector in each region, accompanied by a clear action plan and timeline. The specifications highlight that the study will serve as a strategic planning tool for implementing public policy in the housing sector at the regional level, through assessing the housing situation, monitoring annual production, identifying shortages, and analyzing the characteristics of the housing stock and vacant housing.
Furthermore, the study seeks to determine urban and rural households’ demand for housing based on the type of housing, financial capacity, and percentage of availability of basic infrastructure. It will also inventory available land and explore potential real estate reserves for project development.
The study will propose an intervention strategy and priority action plan, subject to regional approval, as well as prepare analytical maps using a geographic information system (GIS).
The duration for completing the study is set at nine months, divided into three phases. The first phase, lasting one month, will establish the methodological framework for the study and gather and analyze secondary data related to housing and social programs, along with identifying relevant stakeholders.
The second phase, spanning four months, will focus on field research, diagnosis, and analysis, including conducting a field survey to measure housing demand and identify household capacities, as well as inventorying land reserves and analyzing current and planned housing offerings, along with digitizing data for the GIS project.
The third phase, also lasting four months, will involve drafting the strategic vision and developing practical proposals, along with formulating a ten-year action plan that specifies the type and amount of housing supply needed in each area.
The study will conclude with a comprehensive summary report accompanied by cartographic documents and a digital GIS project in both Arabic and French, along with practical mechanisms for tracking and evaluating the implementation of the regional housing plan.
