Leila Benali calls for a new climate confidence pact to rejuvenate multilateral dynamics

During her participation in the city of Belem, Brazil, the Minister of Energy Transition and Sustainable Development, Leila Benali, called for the establishment of a new climate confidence pact aimed at revitalizing the multilateral dynamics of global environmental action.

This appeal was made in a speech at a high-level session under the theme “Ten Years of the Paris Agreement: Nationally Determined Contributions and Climate Finance,” on the sidelines of the COP30 leaders’ summit. She expressed her gratitude to Brazilian President Luiz Inácio Lula da Silva, United Nations Secretary-General António Guterres, and the participating heads of states and governments, emphasizing that Morocco’s presence at the summit is “a great honor.”

Benali affirmed that the COP conference remains the most inclusive and legitimate framework for collective climate action, stressing that true multilateralism is based on shared responsibility, solidarity, and the maintenance of international peace and security. She pointed out that maintaining the credibility of multilateral action requires achieving two essential priorities to rebuild trust: expanding climate finance through a practical roadmap from Baku to Belem, and delivering ambitious and innovative national contributions that connect climate action with concrete adaptation projects.

The minister also highlighted that Morocco supports these efforts by submitting its third nationally determined contribution (NDC 3.0) ahead of the summit, raising its emissions reduction ambition by 53 percent, with 22 percent of this unconditionally. She added that this contribution introduces two innovative methodological additions: the first relies on sectoral cost reduction indicators, and the second connects international financial flows with local climate adaptation projects, benefiting from Morocco’s efforts in energy transition, mining, and industry.

Benali emphasized that only tangible actions can restore trust in climate multilateralism and make the goals of the Paris Agreement achievable, noting that the Kingdom is committed to enhancing its resilience to climate challenges and calls on its partners to adhere to a spirit of fairness and determination.

The minister confirmed that Morocco will continue to support global climate action under the wise leadership of His Majesty King Mohammed VI.
