Antonio Guterres, the Secretary-General of the United Nations, emphasized in his latest report to the Security Council regarding the Moroccan Sahara issue, the depth of cooperation between Morocco and UN human rights mechanisms. He highlighted the positive and responsible approach adopted by the Kingdom in its interactions with the international system.
Guterres explained that Morocco continues to enhance its engagement in the protection of rights and freedoms through regular communication and transparent cooperation with the United Nations High Commissioner for Human Rights. On June 25 and July 2, 2025, Morocco submitted two official letters presenting data and information that reflect its ongoing commitment to dialogue and openness.
The report noted that Morocco is the country most open to visits from special human rights procedures in the region, reflecting the confidence of UN bodies in the Moroccan will to establish best practices in this area. The Secretary-General also underlined the vital role played by the National Human Rights Council, especially through its regional committees in Laayoune and Dakhla, which continue their fieldwork in handling complaints, mediation, and monitoring fundamental rights issues in the southern provinces.
Guterres confirmed in his report that Morocco’s positive interaction with special rapporteurs reflects a clear political will to promote universal human rights values, indicating that this path reinforces the country’s standing as a reliable and responsible actor within the multilateral system.
Thus, the UN report reiterates that Morocco maintains a consistent approach in promoting human rights across its national territory, including the Moroccan Sahara, enhancing its regional and international credibility and solidifying its role as a key partner of the United Nations in establishing a culture of rights and freedoms.
