Fouad Chafiki: From Curriculum Management to Leading the Higher Council for Education and Scientific Research
Fouad Chafiki, an educational figure with over two decades of field and academic experience, has become one of the most notable names in the design of educational policies in Morocco. Since June 2010, Chafiki has held the position of Director of Curricula at the Ministry of National Education, Preschool and Sports, where he was instrumental in developing the framework for new curricula and contributed to enhancing the curricula based on a competency-based and equitable learning approach. This role placed him at the heart of major transformations within the educational system, from reviewing programs and approaches to integrating values and life skills into education.
Previously, he served as the central director responsible for educational research, which allowed him to bridge classroom practice with academic research—an advantage rarely found among administrative officials. Chafiki also worked as a researcher and lecturer in science didactics at the Higher School of Teachers in Marrakech and at the training center for education inspectors, where he contributed to the training of generations of inspectors and teachers.
Internationally, Chafiki has established a distinguished presence in key institutions, having been a member of the International Bureau of Education at UNESCO in Geneva, and serving as the Secretary-General of the World Educational Sciences Association. He also held the position of Associate Professor at the UNESCO Chair of Educational Sciences at Cheikh Anta Diop University and the Higher School of Teachers in Dakar.
Fouad Chafiki’s career reflects the path of an expert who combines theoretical depth with practical knowledge. He believes that educational renewal cannot be achieved solely through top-down decisions but requires building a collective educational awareness based on the training of educators, stimulating learners, and developing curricula to meet societal needs.
Today, with his appointment as Secretary-General of the Higher Council for Education, Training, and Scientific Research, Chafiki finds himself at a new juncture that requires him to elevate this rich experience to a strategic level. He aims to reconnect educational thought with public policy and ensure that reform continues in a more coherent and effective manner.
