The Cabinet meeting held at the Royal Palace in Rabat on October 19, 2025, presided over by His Majesty King Mohammed VI, once again affirmed the Kingdom’s commitment to renewing political elites and ensuring youth participation in public life, in line with the King’s directives since the start of his reign and his dedication to supporting the democratic dynamic in the country.
In this context, the Cabinet approved two regulatory law projects concerning the House of Representatives and political parties, aimed at ensuring the integrity of the upcoming legislative elections and producing a political elite with legitimacy and public trust. The draft regulatory law specific to the House of Representatives included clear procedures to safeguard access to the legislative institution and exclude anyone convicted of offenses affecting electoral eligibility or caught in the act of committing crimes that compromise the integrity of electoral processes, while also tightening penalties to deter any attempts to undermine its integrity.
To encourage youth under 35 to engage in the political sphere, the conditions for candidacy have been simplified, both within party endorsements and independently, along with significant financial incentives covering 75% of election campaign expenses. This measure clearly demonstrates a desire to empower youth to enter political life and actively contribute to decision-making, thereby enhancing the balance between experience and vitality and establishing new generations of responsible, civic-minded leaders.
Furthermore, the project places particular emphasis on empowering women by dedicating electoral constituencies exclusively to them to enhance their representation in the legislative body, reflecting the state’s commitment to actual equality and enabling all groups to participate in decision-making.
The regulatory law regarding political parties reinforces this vision by developing the legal framework governing them, establishing rules to support the involvement of women and youth in party formation, and improving governance and financial oversight, which contributes to preparing an organized and robust political ecosystem capable of responding to the aspirations of the evolving Moroccan society.
These royal initiatives represent a qualitative leap toward rejuvenating political life, ensuring a smooth transition of expertise, and enabling youth to contribute to the country’s future. They reaffirm, once again, that the Kingdom is not satisfied with merely managing public affairs but is actively working to prepare the rising generations for effective and fruitful participation in building a modern democratic state, based on principles of transparency, responsibility, and justice.
