The Ministry of National Education, Preschool, and Sports has announced plans to revise the legal and regulatory framework for private education through Bill No. 59.21 concerning school education. This initiative aims to enhance the quality of private education and ensure that it plays its full role alongside public schools in providing equitable and quality education.

In a written response from Minister Mohammed Saad Berrada to parliamentary advisor Khaled Sati of the National Union of Labor in Morocco, the ministry explained that the new law aims to promote transparency and regulate the relationship between private educational institutions and parents. It emphasized that regional and local monitoring committees will work to ensure these institutions comply with their legal status and the information they provide to families.

The ministry affirmed that a focus on public schools does not mean neglecting private education, which remains an available option for families without implying a superiority of private education over public.

This project is part of ongoing efforts to reform the educational system, in line with royal directives and the provisions of framework law 51.17, as well as the 2022-2026 roadmap aimed at enhancing mastery of fundamental learning, reducing school dropout rates, and instilling civic values.

In April, the government council approved Bill No. 59.21, presented by Minister Mohammed Saad Berrada, which aims to establish a new model of schooling through “Pioneering Institutions,” open to all and based on principles of equality, equal opportunity, and overall quality.

The project includes provisions related to organizing educational institutions, expanding preschool education, and reinforcing the role of private education, along with aspects concerning pedagogy, financing, management, governance, and the relationship between schools and civil society.
