Government Approves Parliamentary Initiative to Overcome Delays in Education Reform Laws

The government announced its approval of a legal proposal put forward by the Movement party in the House of Representatives, aimed at extending the timeframe allocated for preparing the legislative and regulatory texts necessary to activate the provisions of Framework Law No. 51.17 related to the education, training, and scientific research system.

During a meeting of the Education, Culture, and Communication Committee held on Tuesday, July 1, 2025, Committee Chairman Adi Chgiri confirmed that the government accepted the proposal, which was subsequently unanimously voted on by the committee members.

The text proposes to amend Article 59 of the framework law, extending the original three-year period by an additional two years to address the delays in issuing the legal and regulatory texts stipulated by the law, which was published in the Official Gazette on August 9, 2019.

The Movement party emphasized in its proposal that the framework law constitutes a "national contract binding everyone" and a gateway to achieving the societal project of the country; however, the lack of continuity and delays in preparing the implementing texts hindered its full realization.

The party asserted that this extension provides the government with sufficient time to complete the necessary legislative and regulatory arrangements, noting the importance of adhering to the provisions of Article 3 of Decree No. 2.19.795, which mandates that the National Committee for Monitoring and Supporting Education and Training Reform, chaired by the Prime Minister, meets at least once every three months—a requirement that has not been regularly met.

According to Article 57 of the framework law, this committee is expected to oversee the implementation of the law, ensure the coherence of policies and sectoral programs in the field of education, as well as monitor progress towards the goals within the specified legal timelines.
