Morocco Strengthens Its Food Security by Doubling Imports of Russian Wheat

Morocco recorded the import of over 1.1 million metric tons of Russian wheat by the end of June 2025, representing more than a twofold increase compared to the previous agricultural season. This move reflects a strategic shift to diversify sources of grain supply amid climate changes and geopolitical disruptions increasingly affecting global supply chains.

With these quantities, Morocco ranks third among the largest importers of Russian wheat globally, ahead of Nigeria, which imported 1.05 million tons, and close to Iran with 1.07 million tons. Egypt topped the list with over 8 million tons, alongside countries like Turkey and Bangladesh.

The Ministry of Agriculture attributed this significant increase to a sharp decline in national grain production, which did not exceed approximately 5.51 million metric tons for the year 2023, a decrease of 67% compared to the 2021-2022 season, due to drought and irregular rainfall. This compelled the kingdom to meet its annual needs, which range between 9 and 10 million tons, through imports.

Morocco is one of the highest wheat-consuming countries per capita globally, with an average exceeding 200 kilograms annually, further intensifying domestic demand and underscoring the importance of securing reliable external supplies.

Meanwhile, the Russian market continues to strengthen its position as a major global wheat exporter, with the Russian Grain Union expecting Moscow to export over 42 million tons during the 2024-2025 season. Volumes may rise to 45 million tons in the following season, supported by increasing production and competitive prices, making it a key partner for many countries seeking to ensure their food security amid growing global challenges.
