Fuels: 12 Billion Dirhams in Imports during the First Quarter of 2025

Morocco’s imports of diesel and gasoline witnessed a notable increase in volume during the first quarter of 2025, reaching 1.62 million tons, marking a 10% rise compared to the same period last year, according to the Competition Council. The total value of these imports was approximately 12 billion dirhams, reflecting a decrease of 6.9%.

Diesel maintained its dominance in the market, accounting for about 89% of the total imports, with a volume of 1.17 million tons valued at 8.62 billion dirhams, which is a 15% drop in value. In contrast, gasoline imports rose by 31%, reaching 163,000 tons, with a value of 1.29 billion dirhams, representing a 15% increase.

The number of companies authorized to import fuels rose to 32 by the end of March 2025, up from 29 the previous year. Nine major distribution companies hold the largest share, covering 82% of the total quantities and values imported, despite their imports decreasing in value by 12% to 9.9 billion dirhams, down from 11.23 billion dirhams in the same period of 2024.

Tax revenues from fuel imports reached 6.86 billion dirhams during the first three months of 2025, compared to 6.45 billion dirhams in the same period last year, marking an increase of 6.4%.

These revenues were derived from the domestic consumption tax, which amounted to 5.13 billion dirhams, an increase of 10.3%, and the value-added tax on imports, which totaled 1.73 billion dirhams, down 4%.

Diesel was the primary source of these revenues, contributing 5.7 billion dirhams (83% of the total), while gasoline’s contribution was 1.16 billion dirhams (17%).

This report is part of the regular monitoring conducted by the Competition Council regarding the performance of the fuel market, especially concerning companies that have signed settlement agreements related to the import and distribution of fuel, aimed at enhancing transparency and tracking the development of the national energy market.
