Rachid Talbi Alami: Parliament Approves 41 Legislative Texts and Concludes Session with Major Reforms Emphasizing Territorial Integrity
Rachid Talbi Alami, President of the House of Representatives, announced the conclusion of the second session of the fourth legislative year with the approval of 14 draft laws and the adoption of 27 proposals, encompassing significant reforms in the fields of justice, human rights, investment, and media, alongside preparations for Morocco to host international sports events.
During a speech delivered on Tuesday, July 22, 2025, Talbi Alami stated that council members submitted 8,076 amendments to the presented texts, with 1,548 accepted, viewing this as evidence of the council’s imprint on legislation and the ongoing cooperation with the government.
He emphasized that the legislative institution has activated its oversight functions by holding two public sessions attended by the Prime Minister, which addressed the topics of education reform and enhancing health rights, in addition to organizing 12 sessions for oral questions that included 401 inquiries, predominantly focusing on social and economic issues.
The council president noted that members directed 2,394 written questions to the government, which responded to 1,420 of them. Furthermore, the council bureau approved three new exploratory missions while task forces continued to evaluate policies in areas such as literacy, sports, and Morocco’s Green Plan.
In terms of foreign relations, Talbi Alami stressed that the council continued to defend the territorial integrity of the Kingdom through vigilance and countering malicious narratives, praising the diplomatic successes achieved under the leadership of King Mohammed VI, while condemning the attack on the city of Smara on June 28.
He added that the council reviewed reports from the Office of the Public Prosecution and the Mediator of the Kingdom, activating provisions of Article 132 of the Constitution by referring the draft civil procedure law to the Constitutional Court for a ruling on its compliance with constitutional provisions.
Talbi Alami concluded by affirming that the achievements of the Kingdom elicit frustration from certain parties, which resort to systematic campaigns against Morocco, while commending the professionalism and efficiency of the security forces, which enjoy widespread international acclaim.
