The government council approved, on Thursday, the bill No. 20.25 concerning the ratification of the decree-law No. 2.25.302, issued on the 5th of Shawwal 1446 (April 4, 2025), aimed at amending law No. 52.20 related to the establishment of the National Agency for Water and Forests.
The project was presented by the Minister of Agriculture, Fisheries, Rural Development, Water, and Forests, Ahmed El Bouari, during the council meeting held in Rabat.
The Minister Delegate to the Head of Government in charge of relations with Parliament and Government Spokesman, Mustapha Baitas, confirmed in a press conference following the council that the bill is part of the legislative processes stipulated in Article 81 of the Constitution. This article allows the government to issue decree-laws in cases of urgency, which must later be submitted to Parliament for ratification.
The Minister clarified that the government issued the aforementioned decree-law on April 4, 2025, after obtaining approval from the relevant committees in the House of Representatives and the House of Councillors, and it was published in the official gazette No. 7393 on April 7, 2025.
This amendment aims to keep pace with developments related to the organization and management of the water and forests sector, and to enhance the governance of this vital public institution, which plays a key role in protecting and managing the natural resources of the kingdom.
