Hammouchi: The Architect of Security Strategy Who Terrifies Morocco’s Enemies

As regional and international security challenges accelerate, Abdelatif Hammouchi continues to establish a Moroccan model for managing security systems based on effectiveness, rigor, and institutional work away from the limelight.

Since his appointment as head of the General Directorate of National Territorial Surveillance in 2005, Hammouchi has carved a precise professional path, beginning from within the agency and advancing through various roles until leading one of the most significant structural transformations in the history of Moroccan intelligence. His name was not new to the agency; he accumulated field and technical experience that enabled him to oversee central directorates of great sensitivity, succeeding a generation of leaders who contributed to building the initial nucleus of the agency.

In 2015, he was entrusted with a dual task: leading the General Directorate of National Security, alongside his responsibilities at the helm of the intelligence agency. This royal decision reflects the magnitude of trust and the bet on the competency of a man who has proven his ability to coordinate between two pivotal institutions, achieving integration between preventive and operational security.

For two decades, Abdelatif Hammouchi has refrained from public statements and engagements in controversies or rebuttals. He chose to work quietly, accumulating tangible achievements in combating terrorism, fighting crime, and enhancing the structure of the national police while increasingly respecting human rights, which led several international capitals to consider the Moroccan experience a progressive model within its regional context.

Despite attempts by some to disrupt this course through the promotion of inaccurate information about his professional journey or position within the institution, the actual achievements are too substantial to be erased by a post or an account of unknown origin. Moroccan security institutions have become more professional and more open to their national and international milieu, thanks to a clear direction led by highly competent leadership with complete independence in decision-making.

The royal trust did not come from nowhere, and international appreciation is not mere flattery. Both are the result of continuous performance and a professional path that has maintained an upward trajectory in an unstable regional environment. Therefore, any attempt to tarnish Abdelatif Hammouchi’s image clashes with the solid institutional reality and the increasing community support for the achieved security and stability.
