Bennali: The Circular Economy is a Strategic Tool for Achieving Environmental Sovereignty and Enhancing Sustainability

Leila Bennali, the Minister of Energy Transition and Sustainable Development, confirmed today in Sale that the circular economy represents a strategic weapon for our country to achieve environmental sovereignty, ensure the sustainability of natural resources, and enhance social and spatial justice, all in pursuit of the ambitions and objectives set by the new development model.

During her opening remarks at the national conference on the circular economy, organized by the ministry in partnership with the United Nations Development Programme, the United Nations Industrial Development Organization, and the Local Governments for Sustainability network, under the slogan “The Circular Economy, the Green Path to Sustainability,” the minister emphasized that this event reflects the high directives of His Majesty King Mohammed VI, which aim to position Morocco as a continental model for environmental innovation and green transition.

She noted that this national meeting represents a pivotal moment to launch an extensive national discussion and to develop an ambitious roadmap for the circular economy, based on participatory approaches and inspired by the best international practices. Bennali stressed that this path aims to build a production and consumption system grounded in sustainability, reducing waste and reintegrating resources into the economy through valorization and remanufacturing.

The government official explained that Morocco, thanks to the implemented institutional and legislative reforms, is now ready to adopt a comprehensive circular economy system, which accelerates the digital transformation of industries, encourages innovation in recycling materials, and develops smart sensing technologies to track waste and resource flows in production chains. This will enhance resource management efficiency and create a digital, effective circular economy.

The minister asserted that organizing this conference, coinciding with World Environment Day, reflects Morocco’s strong commitment to major global transformations and symbolizes its ongoing dedication to promoting an inclusive and integrated green economy capable of confronting climate challenges and ensuring strategic security during times of recurring environmental crises.

Leila Bennali highlighted that the national roadmap for the circular economy currently being prepared is not merely a guiding document, but a practical working platform that intersects public policies, unifies the efforts of stakeholders, and achieves synergy between initiatives, whether at central or local levels. She indicated that the financing of the circular economy will come through innovative funding mechanisms, including incentives for small and emerging businesses operating in recycling and environmental valorization sectors.

She pointed out that implementing this plan requires comprehensive mobilization and effective engagement of all stakeholders, including public administrations, private enterprises, civil society, and local authorities. Bennali viewed the circular economy as a genuine opportunity to create new jobs, reduce regional disparities, and achieve environmental and social justice.

The minister emphasized that Morocco, under the wise leadership of His Majesty King Mohammed VI, is steadfastly progressing toward realizing the new development model that positions green economy and climate innovation as the foundation for development. She called on all national and international actors and partners to engage in collective efforts to ensure the success of this strategic undertaking, which represents a true lever for Morocco’s positioning at the heart of global environmental transformations.
